Calvin O'Dell, the city's Director of Community Development, said preliminary and draft designs are beyond 90 percent complete but revealed the city lacks certain VDOT‑era easements, requiring small acquisitions from adjacent property owners.
O'Dell said the draft design calls for a single mast arm that will carry all signal heads because overhead utilities on the south side prevent placing a second mast. The project includes crosswalks in all four directions, push buttons, and replacement of old ADA ramps. Two property owners would be affected by small permanent easements—one of about 155 square feet and another of about 220 square feet—and staff told council they offered 100% of value for the land because it encroaches on usable yard areas.
O'Dell said one owner has returned a signed draft offer and the other has given verbal agreement. Staff indicated they plan to finalize plats and deeds, prepare an invitation for bids for construction, and return to the governing body in the fall with a construction contract. The engineer's estimate for construction is about $200,000, and staff estimated construction would occur in 2026 with roughly a 12‑month timeline.
Council members asked staff to clarify cover‑sheet budget numbers; staff said only design money had been spent so far and the $6,000 figure on the agenda sheet was the requested amount to proceed with acquisitions. O'Dell agreed to follow up by email with clearer budget information.
