The Manassas Park governing body voted to approve Proper Condition Amendment PCA 28‑06‑1, clearing the way for a 52,860‑square‑foot entertainment complex that will house a movie theater, restaurant, arcade and bowling, and will reduce the proffered office and ground‑floor retail from an earlier plan.
The amendment, described at a public hearing by staff, replaces an October 2020 concept that called for an 81,106‑square‑foot mixed‑use building—including a 40,678‑square‑foot theater and 36,828 square feet of office—and reduces the required parking from 430 spaces to 274, a difference of 156 required spaces. "So now it's 274," staff stated in response to council questions; staff said most physical parking remains but required parking calculations changed because the uses and building size were reduced.
Developer TJ Hassan, who said his office is in the Railroad Building and that his team built phase one downtown, urged the council to approve removing the buffer for the theater and described the planned theater as "needed for the downtown." No members of the public opposed the amendment during the hearing. After questions and a formal motion, the governing body voted in favor of the amendment.
Staff said the property owner seeking the amendment is the only party affected by removing the original proffers and that prior proffer signers are not required to re‑sign. Councilmembers asked staff to clarify some cover‑sheet figures after a question about amounts listed as "budgeted" versus "amount spent." Staff agreed to follow up by email with a clarification.
The approval is procedural land‑use action by the city; staff said they will move forward consistent with the approved amendment and the applicant's plans.
The governing body carried the motion to approve PCA 28‑06‑1 at the meeting; no date for subsequent building permit approvals or construction timelines was provided during the hearing.
