Zion officials report lead service-line inventory near completion; council approves bills and routine items

At its July 16 meeting the Zion City Council received an update from staff on the city's inventory of water service lines and approved routine consent items including bills and surplus equipment.
Director Roberts told the council that the inventory has about 1,200 service lines left to inspect and that staff has identified "maybe 40" lead service lines that will require replacement. "That loan was originally for 5,000,000. We're gonna reduce that down. Now we have some solid numbers. We're probably only looking at maybe 1 or $2.01 and a half million on that application once we submitted," Roberts said (transcript phrasing on the revised loan amount was imprecise in the record). Council did not vote on a loan at the meeting; Roberts' update signals the city expects a lower financing need than earlier estimates.
On consent business, council approved bills and vouchers drawn on Huntington National Bank totaling $1,029,377.69 and declared a list of fleet vehicles and equipment surplus for auction; both measures passed on unanimous roll-call votes. The council also approved an AIA agreement with FGM Architects for Fire Station 2 design and an easement allowing a solar project at the closed Seventeenth Street landfill (see separate items).
Staff announcements included a Lake County Stormwater HOA workshop on Sept. 12 in Libertyville, an Assessor Day session at City Hall focused on exemptions, and a City Cleanup Day on Aug. 3 (8 a.m. to noon) accepting tires and electronics at 20 Eighth and Galilee.
Clarifications and next steps: Staff will continue outreach to HOAs about stormwater programs, finalize the lead-replacement financing application with clarified cost estimates, and proceed with auction scheduling for surplus equipment.
