The Helena City Council approved several routine but consequential administrative actions during the meeting.
City staff reported leak-repair invoices from Andre Crawford Plumbing dated between Sept. 5 and Oct. 29 totaling roughly $56,000 and asked for approval to pay them as funds become available; Miss Davis moved to approve the invoices, Miss Harris seconded and the roll call resulted in an affirmative vote and the motion carried.
Separately, staff described a mechanical failure on residential garbage truck No. 55: a broken leaf spring caused the driveshaft to separate and damaged the axle. Parts were estimated at about $6,300 and staff requested authorization to purchase parts that exceed the $5,000 spending threshold. Councilmembers moved and seconded a repair authorization; council recorded assent and authorized the parts purchase so repairs could proceed when parts arrive later in the week.
On budgeting, a councilmember moved to extend the current 2024 budget through Feb. 1, 2025 (to avoid a special meeting and allow operations in January); the motion was seconded and the roll call carried. Staff also noted they will seek quotes for payroll direct-deposit vendors as part of a separate resolution to change payroll from biweekly to semi-monthly; several councilmembers asked for additional financial details and preferred discussing questions at the next meeting or off the record.
Finally, the council voted to go into executive session to discuss the termination/separation of an employee; the clerk called the roll and the motion to enter executive session carried. The council stated the reason for the executive session on the record before recessing. No final public action on the personnel matter was recorded in the open meeting minutes.
