The Coweta County Board of Zoning Appeals on Sept. 25 recommended that petition 25-03 be approved, granting a one-year extension to allow use of a recreational vehicle as a temporary residence at 487 Couch Road in Senoia while construction of a permanent home continues. The applicants are listed in the petition as Jennifer and Chris Stupinski; during the meeting an applicant who did not state a full name addressed the board about the construction timeline.
Zoning associate Nicole Blackwell reviewed the application and the 11 factors the county uses to evaluate conditional-use permit requests under Article 28 of the Coweta County Zoning and Development Ordinance. Blackwell said staff’s proposed conditions would permit the RV to remain for up to 12 months beginning Oct. 22, 2025, and ending Oct. 23, 2026, or 30 days after issuance of a certificate of occupancy, whichever occurs first. Staff also proposed that the applicant’s contractor schedule an electric service inspection within 60 days (failure to do so would trigger automatic revocation), limit the site to no more than one RV, require functioning smoke and carbon monoxide detectors in the RV while in use as a residence, and require the RV remain connected to the septic system.
At the podium, the person who spoke for the applicants said the homeowners are paying cash for construction and hoped to finish in about 60–90 days but requested the year to allow flexibility given economic uncertainty. No other members of the public signed up to speak. The board closed the public hearing and approved the staff‑conditioned extension by voice vote; the Board of Commissioners will consider the final decision on Oct. 21, 2025.
