Public raises enforcement concerns after extensive alterations reported at 2724 Pacific Avenue

During general public comment at the Sept. 18 Historic Preservation Commission hearing, members of the public described extensive exterior changes at 2724 Pacific Avenue in Pacific Heights and asked the commission to investigate enforcement and permit accuracy.

Jim Warshall, a past president of the Victorian Alliance, said he submitted photos and correspondence about the property after noticing removal of original double‑hung windows, an ornamental oval window and original siding that appears to have been covered in stucco or concrete‑like material. Warshall said the Planning Department provided a permit number showing replacement with aluminum‑clad casement windows and that he received no substantive follow‑up from the commission in 2023. He asked the commission to put the matter on a future agenda and to investigate who issued the permit.

Jonathan Pritikin said the work appears to violate federal and state preservation standards and building codes that require like‑for‑like replacement of historic features such as double‑hung sash windows and the retention of ornamental details.

Planning staff (Rich Ducre) told the commission they are aware of the façade alterations and that enforcement staff will conduct additional research and follow up with the public commenters. No formal enforcement action or determination was recorded at the hearing; staff indicated follow‑up would be pursued.
