Summary
The Glendale Arts and Culture Commission approved procedures for nonvoting ex officio student commissioners and voted to include language allowing an optional second year extension; staff said applications close tomorrow and outlined recruitment and selection steps.
The Glendale Arts and Culture Commission on Nov. 20 approved formal procedures for nonvoting ex officio student commissioners and adopted amended language that allows the commission to extend a student’s term for one additional year.
Staff presented the proposed resolution (2025-01) and referenced City Council action and ordinance No. 6005, which amended Glendale Municipal Code sections 2.62.020 and 2.62.030 governing student seats. Staff said the packet includes qualifications, recruitment steps and the application package. "The application does close tomorrow at 12:00," staff noted, urging commissioners that staff would assess submissions and extend the deadline if needed.
Under the approved procedures, the student position is appointed at the January meeting, typically for up to one year; the commission agreed to language that would allow, at the commission’s discretion, an option to extend a student appointment for a second year. Staff described the application materials as: an application form, two letters of recommendation, a 250–500 word statement of purpose and a principal approval form if the applicant is under 18. Staff also said the selection committee will consist of two commissioners appointed in December to screen and interview candidates.
A commissioner moved the amendment to include the option to extend student terms; the motion was seconded and passed by roll-call vote. The minutes and roll call show an affirmative vote by the commission on the amended language. The staff will return updated policy language at a future meeting if commissioners want revised text before final adoption.
Why it matters: The change gives the commission flexibility to retain student commissioners for longer than a single year at its discretion, a modification proponents said could improve continuity and institutional memory among student representatives.
Next steps: Staff will report back at the next meeting with an application tally and, if needed, updated language reflecting the extension option.
