For Tabor Road, attorney Todd Rodman told the board DPW items flagged in earlier reviews — drainage, mowing and patching — have been addressed and Graves Engineering verified the fixes. The board conditioned its recommendation on infrared patching to eliminate seams, per DPW's request, and said it would withdraw the recommendation at town meeting if the work was not finished.
Representatives for the Campanelli development (Russell Dion and others) reviewed outstanding items prior to road turnover: legal descriptions, catch-basin cleaning, a $20,000 surety bond for remaining work, and a maintenance/access agreement for a force main on private property. The board agreed to recommend acceptance of Campanelli Drive contingent on resolution of the legal access and DPW punch-list items.
On the Crown Shield and Tea Party petition, the applicant indicated Crown Shield would be withdrawn. The board expressed concern about "piecemeal" acceptance across the development and flagged outstanding orders of conditions and basin revegetation and function at Tea Party. After public comment expressing basin-performance concerns and ownership questions, the board voted an unfavorable recommendation for Tea Party (recorded in the minutes). Residents asked for clarity on basin ownership and whether an HOA or the town would ultimately assume responsibility; the board said acceptance and ownership would be determined at town meeting if petitioners asked the town to take the infrastructure.
The board also emphasized the need for infrared patching and agreed that unresolved items must be fixed prior to town meeting or the recommendation will be withdrawn.
