Staff reported there are approximately 50 channel liners in county stock (10 feet each, roughly 500 feet) and that the box-culvert scope is ready to go with permitting to be re-verified. Commissioners debated doing the full channel lining at once for engineering and unit-cost efficiencies versus phasing the work into alternates or future contracts.
Why it matters: Channel lining and box-culvert work would affect drainage, flood risk and maintenance costs in town. Staff noted that DNRC and DEQ permitting and coordination with the city (particularly around park areas) will influence scope. Commissioners asked staff to verify permits from the county's 2022 bidding files and to bring a recommended scope and cost estimate to the next meeting.
Other road items: Road staff also raised routine maintenance issues—grading, scoria placement to help truck access on county roads and a Brackett Butte lease proposal affecting a private access road (the lease's language about "no gravel shall be placed" created a need for legal clarification). The commission asked staff to request clarified lease language allowing county maintenance of the road while recording the lease against property.
