Juras noted Etchemendy is an enrolled member of the Fort Peck tribes and that both nominees have experience relevant to the board’s work.
Etchemendy described her background in corrections and probation and parole work, including work with violent offenders and as an offender specialist. Joseph McElroy summarized a decades‑long career in probation and parole and said he has served as chief of staff to the state board. Multiple proponents — including board chair Steven Hurd, board member Brad Neumann and former representative Jimmy Patelis — urged timely confirmation, warning that if the session ends without confirmation the governor could not reappoint one nominee until 2027.
After public testimony and committee discussion, Senator Ricky moved SR21 and the committee passed the motion by voice vote; the clerk recorded the motion as passed and SR21 was reported out of the Judiciary Committee for floor consideration.
