The St. Joseph City Council unanimously approved a consent agenda during its July 10 meeting that bundled several contracts, grants and budget amendments for city operations.
Items approved on consent included cooperative fire-protection agreements with Maxwell Heights and Colony Hills fire protection districts and a site-license and equipment purchase from Tyler Technologies for expanded electronic ticketing, with the Tyler item tied to an American Rescue Plan Act appropriation of $142,372. The council also approved replacement of the Bode Ice Arena refrigeration system (Train US Inc., $286,465) and authorized filing for a 2023 Edward Byrne Memorial Justice Assistance Grant in the amount of $36,755 to purchase equipment for the St. Joseph Police Department and the Buchanan County Sheriff’s Office.
The consent package included a resolution to purchase 10 radios from Midwest Mobile Radio for the police department using police sales tax funds ($69,708.90), a Land Conservation Partnership grant application to the Missouri Department of Conservation ($40,000) for a picnic shelter at Corby Pond, and the purchase of a 2023 Caterpillar 836 KS trash compactor for the St. Joseph Sanitary Landfill ($1,349,650.32).
Clerk-read first-reading items included an ordinance committing $17,761,220.52 in financial assurance for closure and post-closure costs for the St. Joseph Sanitary Landfill to the Missouri Department of Natural Resources, lease agreements for athletic facilities with Bishop LeBlonde High School, and a contract with IHP Industrial (not to exceed $715,450) plus a $375,000 transfer to the Nature Center program to replace ground-source HVAC equipment at the Remington Nature Center.
The council recorded the consent-vote as carried 7-0. City officials said several items were routine renewals or procurement steps required to maintain service levels and comply with state and federal grant conditions.
The council also advanced a number of first-reading ordinances and budget items for future consideration, including a Missouri Highway and Transportation Commission transit-assistance grant application ($178,840.91).
