Erie City SD readies $10M bond for renovations as officials warn of limited reserves amid state budget standoff

CFO Brian Cheese said the district is finalizing documents for an anticipated $10,000,000 bond issue to fund construction and renovations at Strong Vincent and Grover Cleveland and that the board will review the documents at next week’s meeting.
Attorney counsel explained the bond resolution will include a technical "not to exceed" figure of $12,000,000 to accommodate financing mechanics and approvals; the administration said the district does not intend to issue more than the planned $10 million.
Cheese warned the board that district reserves are limited and may carry operations only into the early part of next year (he cited January as the likely point to consider borrowing). He said he will provide further timing details at the next board meeting.
As a contingency during the commonwealth’s budget impasse, Cheese and legal counsel described the state’s bond-intercept program, under which the state temporarily covers debt service payments while there is no enacted budget. Cheese estimated the program would save the district roughly $2 million when that debt service payment is due months after the new year, and said district staff are also exploring other timing strategies to delay large payments.
Board leaders said a draft, tailored resolution for legislative outreach will be circulated by Friday for consideration next week under supplemental new business.
