The Douglas County School District Board of Trustees unanimously approved a five-year capital improvement plan that prioritizes mechanical, electrical and plumbing (MEP) work and reserves design funding for upcoming projects.
Project manager Scott McCullough told trustees the CIP currently shows approximately $2.8 million in the CIP fund with about $600,000 allocated annually for IT, leaving roughly $2.2 million for prioritized MEP projects over five years. Near-term priorities include boiler replacement and rooftop HVAC units for aging elementary schools; McCullough said design funds are budgeted in advance for engineering and permitting.
JD Frisbie (Town of Minden) proposed a county partnership to retrofit the Douglas High School tennis courts: expand four courts to six, add lighting, and create two pickleball courts plus two restroom facilities at the southwest end of the courts. The project would be built on county-owned land adjacent to the school and would proceed under a joint-use or interlocal agreement that will define insurance, liability and access. Trustees asked legal staff to review the proposed interlocal terms, and McCullough said unspecified MEP contingency funds could be allocated to fencing or other emergent maintenance projects if the board directs.
Trustee Knighting moved to approve the five-year CIP as presented; the motion was seconded and passed unanimously. McCullough and district staff will return with any recommended interlocal agreement language and details about insurance and liability allocations for the joint-use tennis/pickleball proposal.
Next steps: staff to refine project schedules and return with any interlocal/joint-use agreement when terms and funding allocations are ready for review.
