Committee hears bill to move state building energy program from DEQ to Administration for efficiency

Representative John Fitzpatrick opened House Bill 217, explaining the measure would transfer administration of the State Building Energy Conservation Program from the Department of Environmental Quality (DEQ) to the Department of Administration's Architecture and Engineering (A&E) division.
Fitzpatrick said the transfer is administrative and intended to reduce duplication because A&E has the professional staff to manage state building efficiency projects. He said there were no programmatic changes and no new funding proposed.
Sonya Nowakowski, DEQ director, testified that DEQ supports the transfer and that DEQ will retain American Recovery and Reinvestment Act (ARRA) funds while transferring the state cash balance and future repayments for state-funded projects to A&E. Nowakowski said two vacant FTE positions and approximately $4,100,000 in combined cash and active projects would move to A&E.
Russ Katherman, administrator for A&E, said his division stands ready to receive the program and anticipated efficiency gains because of existing collaboration between departments.
Committee recorded no opponents and had no substantive questions; the hearing was closed.
