The owner’s final plat dedicates lands for public purposes and retains an unusual configuration — a narrow access strip to a larger back parcel — driven by surrounding floodplain conditions and a waterway that the plat designates as a reserve to control drainage. Staff noted the configuration makes a flag-lot style access necessary and that a future connection to the adjacent Vista Ridge addition is possible as surrounding tracts are developed. Council accepted the Planning Commission recommendation and approved the final plat and dedications.
Planner Julie also described standard procedures for rezoning property from Butler County AG-40 (agricultural) to city SF-1 (single-family low density) upon annexation. The council confirmed receipt of Planning Commission minutes and that no protest petitions or ex parte contacts were present, and then approved case Z-A25-0001 to reclassify the annexed area to SF-1.
Council recorded motions and unanimous votes for the annexation, final plat/dedications and rezoning. The council also noted property owners have 30 days to appeal the zoning decision to district court under state statute as recorded on the record at the meeting.
