Council work session: alcohol license request, master fee changes, surplus radios and upcoming budget hearing

At Monday’s work session staff presented a group of routine items for consent and previewed an upcoming budget hearing.
Mariah Nall introduced an application for a retail pouring alcohol license (liquor and Sunday sales) for Main Street Eats (DBA Main Street Burger) at 2844 South Main Street; applicant Michael Diamond completed required workshops and background checks. A certified distance survey shows the premises are within 600 feet of a public building and park; staff noted the council may waive the distance rule under section 6‑42 if it finds residents’ quiet enjoyment will not be adversely affected. The mayor placed the item on consent.
Staff also summarized master fee schedule updates: building services moved multifamily trade permit fees from per building to per unit and added plan review and revision fees, a short‑term rental inspection permit fee, business license administration fees, and proposed sanitation rate increases (a $5.75 recycling rate was discussed). The Cemetery Commission’s memorial tree plaque fee was removed. Public Works added a $3 per page fee for site plan copies; parks and recreation rate changes were also included.
Public Safety staff (Josh) asked to surplus older Motorola radios after a 2023 upgrade; inventory listed 68 portable radios and 72 in‑car units with residual surplus market value. Staff said surplusing would recoup part of the original investment. Finally, John said the FY2026 proposed operating budget presentation and a separate capital improvement presentation will be given next Monday. No formal votes were taken at the work session; most items were slated for consent at the regular meeting.
