For a newer erosion control concern at 619 Quaker Highway, staff confirmed a first letter had been sent and requested the landowner's presence; the commission directed staff to issue a second notice and invited the owner to the Sept. 2 meeting. Commissioners emphasized creating a clear paper trail and, where feasible, hand‑delivering notices to ensure they reach the right local contact.
The commission also reviewed photos showing unauthorized clearing behind the courthouse at 261 South Main. Commissioners suggested attempting in‑person delivery of a notice to the local courthouse administrator; if the town receives no response by the next meeting, commissioners discussed notifying DEP and blocking future ground‑disturbing work.
Cobblers Knoll (D 53121175), a project the commission has tracked for years, drew sustained criticism for incomplete detention basin work, siltation and lack of follow‑through. Staff said a letter was sent and the developer did not appear at the meeting. Commissioners discussed meeting the developer and their engineer on site, and they said a stop‑work order could be considered if there is no progress. The panel also briefly approved minutes and discussed administrative items including a new stormwater checklist for reviewing applications and low‑impact development measures.
