Committee adopts substitute to create school-board primary; some municipal clerks oppose

Chair Smith said the substitute, offered by Representative Wilford, would "simply provide a primary for school board candidates." Representative Fox moved to adopt the substitute and the committee voted to adopt H-1. Representative Hoadley then moved to report the bill with recommendation as substituted and the motion prevailed.
The committee did not take live testimony on the bills ordered out that day, but the clerk read submitted public-comment cards for the record. The clerk read a card indicating Katie Kavanaugh (Alchemist public school board) opposes the bill. The clerk also read a card from Bill Zagman, identified with the Michigan Association of Municipal Clerks, who opposed HB 4,588 as substituted. A card naming Annie Monarack (Calhoun ISD) was read but the transcript does not clearly record whether Monarack supported or opposed the bill.
The committee’s recorded roll-call votes on both adopting the substitute and reporting the bill were six yeas and three nays; the committee reported HB 4,588 with recommendation as substituted.
