During the public hearing, a representative identified as Anthony described an after‑the‑fact paved driveway and the proposed placement of a small shed on crushed stone in a previously disturbed lawn area. Chairing duties for the item were transferred temporarily to another commissioner because the presiding chair recused themself for that matter. Commissioners and staff reviewed site photos and asked whether any earth disturbance or permanent footings would be installed; Anthony and a staff member identified in the record as Jeff said the shed would be set on crushed stone and that the driveway was already paved.
Commissioner questions focused on whether the work involved new earth disturbance. Based on the representation that no digging or permanent footings were planned, a motion for a negative determination of applicability was moved, seconded and passed by voice vote, recorded as 3–0–0. Staff indicated they would complete paperwork and notify the applicant when the determination has been signed.
