Summary
BPAC voted unanimously to support a staff resolution to apply for Wisconsin TAP funding for King Street Greenway and protected bike lanes on Ranger Drive; staff cited a design-and-review estimate of about $228,000 and an estimated local match of $376,000 if awarded.
BPAC considered a staff-drafted resolution authorizing application and local commitment for a Wisconsin Transportation Alternatives Program (TAP) grant to fund the King Street Greenway and protected bike lanes on Ranger Drive.
Staff said the King Street Greenway estimate included design funding in the capital improvement plan and provided an additional design-and-state-review estimate for Ranger Drive of about $228,000. Staff explained that, if awarded, the local match would be roughly $376,000 and the state would cover an estimated $1,500,000 (an 80% share cited in staff remarks). Applications were due at the end of the month and the resolution must be submitted by Dec. 29; staff planned to route the application through Finance & Personnel and Common Council in November.
Committee members discussed facility type and project scope (protected bike facility versus cycle track), opportunities to tie the application to the city's climate-action priorities and to show connections to school-safe-routes investments, and which intersections were included in the scope (Gillette intersection was not included in the Ranger Drive estimate). BPAC member Ravi moved to support the resolution; Andrew seconded. The committee voted in favor with all present voting aye and no opposition recorded.
Next procedural step: staff will submit the application, include BPAC support in the packet to Finance & Personnel and Common Council, and, if awarded, merge any already-funded repaving work into the larger project as appropriate.
