Cutler Bay approves first reading to ease hazardous‑substance restrictions in floodplain code

On Sept. 25 the Town of Cutler Bay approved the first reading of an ordinance amending Chapter 18 of the town code (floodplain management) to remove a prohibition on hazardous substances in special flood hazard areas.
Staff explained the change is intended to avoid unintentionally denying permits for commonly used LP gas emergency generators and household appliances in areas where utility service is not available. The amendment will forgo a potential 20‑point gain under the Community Rating System but staff said the town maintains a strong class 3 rating and does not expect adverse effects on flood insurance classification.
Councilmember Ramirez moved the ordinance on first reading and Councilmember Duncan seconded. The council approved the first reading by roll call; the second reading and final vote are scheduled for Oct. 15.
