Commissioners table final change order on Highway 341 waterline to preserve ARPA eligibility

Houston County commissioners unanimously voted to table consideration of final adjusting change order number 2 for the Highway 341 and Graham Road waterline extension. The change order would have decreased the contract amount with Piles Plumbing & Utility Contractors, Inc. by $69,590.50, bringing the total contract to $1,463,735.50, with $15,000 of retainage held for grassing. Commissioner Byrd moved to table the item; the motion was seconded and carried.
Staff explained that earlier recommendations had supported approval but were changed after consultation with consulting engineers because fully executing the change order would close out the project. Leaving the contract open preserves the county’s ability to add eligible work under the existing contract and ensures full compliance with state and local fiscal recovery fund (ARPA) requirements. The chair said tabling would help the county strategically utilize remaining ARPA funds and avoid forfeiting eligible work that could be executed within the ARPA window.
The board took no further action on the contract at this meeting; the item was tabled pending further staff work and potential additional eligible scope under the current contract.
