Staff said they evaluated options and concluded a single $125 credit is the most affordable approach for the current fiscal year and provides time to verify eligibility and complete administrative steps. "We believe February is the best month to do that," a presenter said while describing outreach and timing considerations.
Board members stressed the credit must be framed as a nonrecurring, one-time payment and that eligibility should be limited to qualifying customers rather than all residents aged 65 and over. Staff confirmed the program would require manual verification and that those who miss the qualification window would need to wait for a future program if funding allows.
The board’s recommendation passed by roll call and will be forwarded to the City Commission for final approval and any necessary budget amendment.
