On Oct. 9 the Albany Utility Board recommended that the City Commission approve a one-time $125 credit for qualified senior utility customers, to appear on the February 2026 utility bill.
Staff told the board they reviewed options, considered administrative burden and selected a single-payment credit as the most affordable option for the current fiscal year. The presenter said the program would require a qualification period (staff suggested an eligibility window) and that, if customers miss this year’s window, they could be eligible for any future program only if funding is approved in a later budget cycle. The presenter emphasized the credit is nonrecurring unless explicitly budgeted again.
Board members supported the immediate relief but urged staff to make the ‘one-time’ nature and eligibility restrictions explicit in communications so recipients do not expect an automatic repeat in subsequent years. The board voted by roll call to send the recommendation to the City Commission.
Staff will prepare the program details, including the qualification window and notice language, before the item goes to the City Commission for final approval.
