Committee Advances SB 120 After Amendment Defeat; SB 75 and SJ 6 Concurred
Summary

On Senate Bill 120 — an act establishing a process for selection, oversight and removal of Article V commissioners and creating a commissioner advisory committee — Vice Chair Walsh moved the bill due pass and also moved a proposed amendment. Representative Schubert urged the committee to resist that amendment because, he said, it "specifies that when the legislature is not in session ... the bill as written says that the legislature needs to make a vote to recall or suspend a commissioner. And, if we pass this amendment, it gets rid of it, and it's the advisory committee doing it rather than legislature." The committee took a roll‑call vote on the amendment; the clerk recorded 2 ayes and 12 noes and the amendment failed.
Later in the SB 120 discussion Representative Carlin proposed a conceptual amendment to change the minimum age qualification for commissioners from 25 to 18, saying, "I think if you're old enough to vote, if you're an adult, you should be able to participate in any function of government." The committee approved the conceptual amendment by voice vote (proxies recorded) and the chair later reported the voice/proxy result as 21‑0.
The committee then voted on SB 120 as once amended; the clerk reported 8 ayes and 6 noes and the bill passed the committee once amended. Representative Perry volunteered to carry the bill to the floor.
The committee next took a voice vote on Senate Bill 75; with proxies recorded the clerk reported 14 ayes, 0 noes and the committee concurred. Finally, the committee voted to concur in Senate Joint Resolution 6 by voice vote with proxies; the clerk recorded 13 ayes and 1 no.
