Uxbridge approves PRISM reading grants with procurement caveat, authorizes K'2Savvas adoption for K'2 and grade 8

The Uxbridge School Committee voted to accept two PRISM early-literacy grants and authorized district leadership to make contract adjustments necessary to comply with state procurement rules and a pressing DESE expenditure deadline. The grants were described in the meeting as Prism 2 (approximately $270,000 for grades K'3) and Prism 3 (approximately $189,000 for grades 4'8); combined, committee members cited roughly $459,000 in awarded funds.
District staff told the committee the grants favor longer-term digital licenses (up to six years) because vendors price longer subscriptions more favorably. Legal constraints under Massachusetts procurement law (M.G.L. c.30B) limit municipal obligations beyond three years without additional town approval. The superintendent and curriculum lead proposed accepting the grants and converting the digital license term to three years, purchasing consumables or front-loading costs where possible, and pursuing a town-meeting warrant in the fall to provide flexibility for future multi-year contracts.
Because DESE reportedly set an Aug. 30, 2025 spending deadline for at least one of the awards, the district requested authority to proceed immediately if the department confirms that modified contract terms meet the grant's conditions. Committee members requested the superintendent seek DESE clarification and report back at a special Friday meeting; the committee approved the motion to accept the grants with the stated caveat and separately approved adopting the Savvas curriculum for K'2 and grade 8 as presented.
Members emphasized professional development, coach support supplied by the PRISM program, data reporting requirements and teacher buy-in. The district said PRISM coaching and publisher PD are included in the grants, and teachers will receive sustained support throughout the year. The committee also agreed to seek a town-warrant change in the fall to allow multi-year licensing if that remains the district's preference.
What happens next: District staff will contact DESE for confirmation and hold a brief meeting for any time-sensitive contractual decisions; the committee will pursue a town-warrant item this fall if necessary.
