Judiciary committee advances four bills in executive action, including HB 121 (12–8)

The House Judiciary Committee returned from recess for executive action on bills previously heard. Representative Deming moved HB 121 to a committee vote; members debated fiscal and liability concerns, possible impacts on domestic-violence shelters and the risk of litigation. The committee then considered HB 104, a Department of Justice bill to add certain crimes for which DOJ would have concurrent jurisdiction with local law enforcement. Members adopted an amendment that replaced the word "must" with "shall" in one line; the committee passed HB 104 as amended by voice vote.
On HB 82 the committee adopted Amendment 82.01 to tighten definitions related to grooming and to clarify inclusion of undercover or fictitious identities; the amendment passed 19–1 and HB 82 passed as amended. The committee also adopted an amendment to HB 44 adding coroner-related elements to an offense and passed HB 44 as amended.
