Hartford committee postpones vote on renewing Lottie’s Kitchen senior‑meal contract

The Hartford Health & Human Services Committee on Nov. 4 postponed a resolution authorizing the department to continue using Lottie’s Kitchen to prepare lunch meals for the North End Senior Center, saying council members wanted more detail about the contract transition.
Chair Councilman TJ Clark introduced item 2.2, describing Lottie’s Kitchen as a small business contracted to provide senior meals. Director Ebony Jackson Shahid told the committee that the cook now operating the kitchen had previously worked as an employee for the prior operator, Blue Hills, and had served in a sous‑chef role under the earlier T & J operator.
Several council members said they were not yet comfortable voting. Councilwoman Marilyn Rossetti asked for an explanation of how the transition occurred and said she was concerned about ensuring everyone involved had been properly informed. Councilman Gil moved to postpone the resolution to the next committee meeting so the director and chair could discuss outstanding questions; Rossetti seconded. The chair called for a voice vote; members answered "aye" and the chair announced the motion passed. The committee postponed the item to the next committee meeting on Dec. 2, 2025.
The director said staff would follow up with additional details offline, including any conversations with T & J and a fuller accounting of how the contract change occurred. No formal procurement documentation or vote on the resolution occurred during the Nov. 4 meeting.
