The Redondo Beach Cultural Arts Commission voted to approve item F3, the John Parsons Public Art Fund report, after staff read an emailed comment and commissioners heard public testimony about a recently installed mural near the Public Works yard on Catalina Avenue.
Marcy Guillermo, a District 1 resident who spoke from Zoom, said the mural’s location is adjacent to narrow sidewalks and townhomes and felt ‘overwhelming’ for the neighborhood. Guillermo urged advanced notification to the District 1 city council member for proposed public art near residences and recommended alternatives—mosaic work, plantings, tile benches or understated civic treatments—that would better blend with the residential character. Her submitted e-comment also asked that the commission list a project’s proposed district and council member in the public projects table.
Other commenters praised the Catalina Avenue mural’s visibility and social-media response; a Zoom speaker thanked staff and the consultant for tracking progress and encouraged continued community engagement. Commissioner and community members discussed mosaic options along the Esplanade and the possibility of pairing practical safety improvements—clean streets and traffic-calming features—with public art.
After discussion and public comment, the commission moved to approve the consent item covering the John Parsons Fund report; the motion carried by voice vote. Commissioners noted the John Parsons Public Art Fund balance (staff cited an adjustable balance of roughly $75,000) and that any specific reallocations or new spending would need further agendized action and, for budget reallocations, City Council approval.
