Porterville council changes meeting order and updates procedural handbook language

The Porterville City Council on Nov. 20 approved amendments to the City Council procedural handbook to change the order of business and to update several administrative provisions.
Vice Mayor McCurvey led the discussion, noting that moving informational reports and commission reports before oral communications would make meetings more efficient and allow councilmembers to communicate recent outreach earlier in the agenda. Several councilmembers agreed.
The city attorney and clerk presented redline edits that included clarifications to meeting guidance and a revised social-media policy. The council approved a modified handbook that implemented the order-of-business change and directed staff to remove outdated case-law citations in the document; the motion passed 5-0.
Councilmembers said the change is intended to improve transparency and allow earlier council comments while preserving the public comment period. The clerk will incorporate the approved amendments into the next edition of the handbook and circulate the revised document.
