Jamestown council approves budget amendments, training authorization, parking-permit fee increase and Halloween hours

At its Oct. 20 work session, the Jamestown City Council authorized amendments to the 2025 general fund budget, approved a crime-analyst training trip paid by state grants, raised downtown parking-permit fees from $300 to $600 and set trick-or-treat hours for Oct. 31, 2025, 6–8 p.m.
At its Oct. 20 work session, the Jamestown City Council approved several finance and community items.
The council authorized the city controller to make amendments to the 2025 general fund budget. Council records show the motion was moved, seconded and carried on a voice vote.
Council also authorized a crime analyst to attend the New York State Division of Criminal Justice Services (DCJS) Analyst Academy in Albany, Nov. 2–8, with expenses paid by DCJS grants. The council carried that authorization.
In a measure affecting downtown businesses, the council approved an ordinance to raise Central Business District parking-permit fees from $300 to $600 to align permit costs with ramp parking (noted as $50 per month). The motion to approve the ordinance passed on a voice vote.
The council established Jamestown's trick-or-treat hours for 2025 as 6 p.m.–8 p.m. on Oct. 31 and approved that resolution.
All items were recorded as carried during the finance portion of the meeting; the council indicated they would continue to accept public comment on a separate local law updating code-enforcement language before a later public hearing and vote.
