Council counsel told the council the item remained on the agenda because it had been legally advertised but staff had determined more work was needed on the proposed revisions. The mayor opened the ordinance for public comment and, seeing no commenters, closed the floor. The council then voted to remove the item from the agenda; the withdrawal passed by unanimous voice/hand vote.
City officials said the withdrawal will allow staff to finish drafting and bring a revised ordinance back to the mayor and council at a later date. The council did not take additional action on Chapter 22 at the Nov. 3 meeting.
