Planning commission aligns zoning code with newly adopted short-term rental ordinance

The Kennesaw Planning Commission voted 4–0 to approve a text amendment to Appendix A of the Unified Development Code to align zoning language with a short-term rental ordinance the mayor and council adopted July 21.
Staff explained the amendment adds a formal definition of "short-term rental" (stays of less than 31 days), updates tables of permitted uses in residential zoning districts and ensures the zoning code matches the business-license ordinance that governs licensing, inspections and fees. "Before the change, we did not have any regulatory document pertaining to short-term rentals," staff said; "this is now in place to now regulate short-term rentals coming into the city."
Commissioners asked whether the change affects zoning maps or applies retroactively; staff said the ordinance is already adopted and the UDC amendment simply aligns language. Staff said the business-license process will require registration, an agent on file, inspections and a fee set in the master fee schedule, and that applications to register will be accepted beginning Oct. 1.
The commission moved and seconded to approve MISC2025-06 and voted to forward the recommendation; staff will share the adopted ordinance and fee schedule details with commissioners upon request.
