Battery storage applicant shows secondary containment design (approx. 12,190 gallons); commission requests final Graves review

The applicant for the Hazel Street site (Notice of Intent DEP 3121184, stormwater SWM‑08) returned to the commission with technical revisions responding to Graves and DEP comments.
Tom Corbett of CP Battery Dev Co. and Andrea Kendall of LEC Environmental described design changes including relocating the access road to reduce work inside the 50‑foot buffer, adding wick drains and 4‑bay pretreatment to basins for long‑term maintenance, and installing a polyvinyl secondary containment under the equipment. Corbett said the engineered containment—accounting for pad volume and crushed stone voids—yields an aggregate containment capacity of roughly 12,190 gallons.
Commissioners questioned maintenance protocols, valve redundancy for fire events, ease of access for inspection and the long‑term life of equipment (the lease presented is 20 years). They also discussed how sediment and dust could affect the media and the need for a detailed O&M plan. The board agreed to continue the hearing until Graves Engineering completes its final review so outstanding details can be resolved before a permit decision.
Next steps: the applicant will provide Graves’ final comments and an updated O&M and monitoring schedule; the project will return to the Commission on April 22 for follow‑up.
