Uxbridge commission approves stormwater order for housing authority resurfacing project; requires signage and erosion controls

The Uxbridge Conservation Commission closed the public hearing on June 16 for a redevelopment project at two housing authority sites at the end of Bruce Street and issued a standard order of conditions (DEP 3121191 / SWM‑12) with a special condition for signage to prevent snow storage in jurisdictional areas.
Mike Andre of Graves Engineering told the commission the project will resurface driveways and parking at Calumet Court and Centennial Court (86 elderly units total), correct non‑compliant accessible parking, and use full‑depth reclamation for paving. He said the design reduces impervious area by roughly 2,800 square feet and therefore meets redevelopment criteria under DEP stormwater standards.
"So that results in a net reduction of about 2,800 square feet of impervious," Andre said, describing the project as a sitewide improvement that reduces runoff and does not add new stormwater treatment facilities.
Commissioners asked technical questions about stormwater buffers, DEP checklist items (standards 2, 3 and 4) and critical‑area treatment (standard 6). Graves Engineering responded that the reduction in impervious surface addresses the checklist concerns and that required erosion controls and straw wattles will be placed around disturbed areas during construction.
Commissioner 6 moved to issue a standard order of conditions for DEP 3121191 with a special condition requiring signs (commissioners discussed four signs spaced to be visible) indicating no snow storage or stockpiling in jurisdictional areas. The motion was seconded and approved by voice vote. Graves Engineering said the project team aims to have permits and bid documents ready for late summer/early fall construction and requested the commission provide the signed documents for inclusion in the bid package as soon as feasible.
The commission directed staff to prepare the order and to coordinate with the applicant on final permit paperwork for inclusion in the bid package.
