Council hears pitch for a GIS analyst to support asset-management and AI-driven efficiency

Staff said the city has moved from paper work orders to a digital system, has integrated highway and building-maintenance workflows, and needs internal GIS expertise to manage ongoing map updates, monitor linkages between Cartograph and GIS, and create dashboards for reporting. The staff briefing highlighted practical examples: tracking vehicle maintenance cycles to inform replacement decisions, creating parcel-level special-assessment visibility, and automating recurring maintenance work orders.
Council members also discussed opportunities to use AI features available through the system—routing certain citizen complaints to the correct department and using imagery/AI for rapid road-condition surveys—but emphasized that staff capacity is limited for building out forms and permissions. Staff said if the analyst position is not approved, they will seek consultant funds to build out the system, but in-house capacity would be preferable for long-term maintenance.
Council acknowledged potential efficiency gains and asked staff to present a clearer cost-benefit and workload-transfer plan if the council is asked to approve the position in the final budget.
