Library warns of roof and HVAC needs; committee discusses funding options

A municipal-contracted consultant, the Garland Group, reviewed the library roofs and "determined we have a very large flat roof, which is in need of replacement," said Speaker 7, the library presenter. The library estimated an overall flat-roof replacement cost of about $130,000; under the joint library agreement the city would be responsible for 20% of that cost.
The committee discussed how to pay for the city’s share: borrow for a building project as is often done for large capital work, use fund balance, or begin setting aside money in future budgets. "Because we're only paying 20% of these costs, maybe we were not in that category, so we'd either have to decide, should we take it out of our fund balance or do we borrow for it or do we start setting aside money for it?" Speaker 5 said when framing options.
Speaker 7 also described the library's HVAC-controls system as original to the building and running on outdated hardware; Focus on Energy had provided potential rebates and recommendations to improve controls and capture energy savings. The library representative said the library will solicit at least three bids for any roof work and that the work is included in joint-library capital planning.
Committee members asked for clearer cost breakout and for the library to present specific asks at the council budget workshop. Staff and committee members also requested that any one-time capital requests be noted separately in the council packet rather than buried as an operating adjustment.
