Coweta County commissioners approve multiple infrastructure contracts, grants and an employee clinic

At its Sept. 16 meeting the Board approved vendor contracts and project funding including stream mitigation credits ($596,700), Prowell Park engineering ($433,075), Leroy Johnson Park lighting change order ($102,762), a 1-to-1 employee health clinic contract ($682,718), fire shop design ($193,000), USDOT SS4A grant acceptance ($394,351 total), and the Madras Connector construction agreement with GDOT.
Coweta County commissioners approved a package of contracts, grants and project agreements during the Sept. 16 meeting.
Major financial approvals included the purchase of stream mitigation credits for the Shaw Road Connector project in the amount of $596,700 to meet Clean Water Act (Section 404) mitigation requirements. The board also approved a professional services contract with Georgia Civil to perform engineering services for Prowell Park (District 4) for $433,075.
Parks staff presented Change Order No. 2 for the Leroy Johnson Park lighting project to complete the perimeter loop and extend lighting to the community center parking lot; the change order totaled $102,762. Facilities recommended entering a design and engineering agreement with KA Oldham Design Inc. for a fire fleet upfitter shop at Station No. 1 at a fee of $193,000, which the board approved contingent on final legal review.
On employee health, staff recommended and the board approved a contract with 1 to 1 Health to operate an on-site employee clinic at the former Building Department facility on Madison Street. The stated contract total is $682,718, which includes one-time costs; staff said ARPA interest income is expected to cover the first-year expense. The clinic will deploy a nurse practitioner or physician assistant and a medical assistant, provide no-cost well visits, and a $25 sick-visit fee for covered dependents. Fees collected at the clinic will be remitted back to the county monthly.
Transportation items approved included acceptance of a $315,480 USDOT Safe Streets and Roads for All grant with a required 20% local match ($78,871), for a total project budget of $394,351 to develop a countywide safety action plan. The Board also authorized execution of a construction agreement with the Georgia Department of Transportation for Phase 1 of the Madras Connector; that agreement includes a modification to require the contractor to carry insurance listing GDOT as an additional insured.
Other routine approvals: The Board renewed a lease for two postage machines, approved demolition of an unsafe structure at 99 Freeman Road (estimated cost $42,281.98 to be liened for cost recovery), authorized short-term road closures for infrastructure work, and approved a resolution to continue county banking relations for FY2026. Staff also recommended and commissioners approved an insurance program change to new carriers (METIS for casualty and Chubb for property) with an increase in casualty limits to $5 million.
What’s next: Several of the approvals require department follow-up for implementation (procurement, contractor selection, grant reporting and posting of documents). The Madras Connector construction agreement will be executed electronically via GDOT’s DocuSign process.
