On Oct. 9 the Albany Utility Board voted to recommend the city commission approve a one‑time $125 utility bill credit for qualifying senior customers to be applied to February 2026 bills.
Customer programs staff said they evaluated options and recommended a single credit this fiscal year because it is affordable and administratively simpler than two credits per year. "We like to recommend the $1.25. Again, it's a we believe it's an affordable amount for this year," staff said (audio read). Staff explained the eligibility verification window would cover an October–December qualification period, and that those who miss the window would need to wait for any future program and that future availability depends on budget decisions.
Board members expressed concern about setting unrealistic expectations and the administrative burden of manual verification. One board member said staff should make clear to recipients that the credit is for FY26 only and not an automatic annual benefit. Following discussion, the board moved and seconded a recommendation to the city commission; roll call recorded approval for the recommendation.
Staff said the program would be nonrecurring unless the city commission allocates funding in a future budget.
