Staff to draft utility policies with December deadline; board told of potential data‑center interest

City staff updated the Albany Utility Board Oct. 9 that a cross‑department team is drafting utility policies, aiming to deliver a first draft to the board by mid‑November and a final package by Dec. 31. Staff said they are adapting rule and procedure templates from other utilities (Douglas Hill, Marietta) and will tailor them to Albany’s technology, procedures and community needs.
Separately, staff briefed the board on preliminary interest from data‑center developers seeking capacity in the range of a few megawatts (staff referenced 2–3 MW in discussion). Staff noted the utility currently reports being long on capacity (transcript reference to 32 megawatts available) and said staff will return with contract recommendations and a formal review for the board and ultimately the governing bodies.
Board members commended staff for initiating policies and asked for monthly project updates; staff noted building access and facility maintenance issues had affected customer service operations recently and said facility fixes are near completion.
