Proposed 3 Oaks Pond park paused after board questions use of stormwater funds

City staff and Lanier Engineering presented a plan Oct. 9 to grade and pipe 3 Oaks Pond (Pheasant and Meadowlark) and repurpose the 1.5‑acre detention area as a passive community park. Staff said previous drainage work diverted runoff to reduce flooding and the conversion would create usable open space.
Several board members expressed concern about the proposal using stormwater funds for what they described as recreational amenities. One commissioner said the project "is basically an afterthought" to repurposing the pond and argued that unresolved drainage problems at Valencia and South Madison should be prioritized first. Another member said the optics of spending stormwater dollars on parks would be poor and recommended postponing the item for a comprehensive prioritization of stormwater projects.
Staff acknowledged the concerns and agreed to pull the item from action, provide a prioritized list of stormwater projects and clarify available funding before bringing the proposal back to the board and the City Commission.
No formal contract or funding authorization was approved; the board directed staff to return with a prioritization and additional project updates.
