Board pauses 3 Oaks Pond park conversion amid concern about stormwater funding

Lanier Engineering prepared the design to extend pipe and fill ditches so the area could serve recreational uses when not functioning as detention.
Multiple commissioners questioned whether stormwater funds should pay for recreation amenities, noting Valencia and South Madison stormwater projects remain outstanding and that repurposing detention basins has been handled cautiously elsewhere in the city. One commissioner said the item looks more like a recreation project and recommended it not be considered under stormwater funding. Staff agreed to pull the item and return with a prioritization and the current funding status for the queued stormwater projects.
Staff also listed other planned stormwater projects (Shannon Pond, Valencia, Allison/Madison, Old Dawson/North Doublegate) and noted that projects are at different stages; the board asked for monthly project updates to inform prioritization. The item was deferred for further review and prioritization rather than advanced for immediate funding or commission action.
