The House Taxation Committee considered an amendment to House Bill 200 offered by the bill sponsor that would broaden eligible productions to include documentaries and unscripted television, lower the base investment threshold from $350,000 to $50,000 and extend the tax credit sunset from 2029 to 2035 while adjusting the aggregate credit cap.
Megan Moore, explaining the amendment, said it "decreases the base investment required from $350,000 to $50,000" and adds documentaries and non-scripted television to eligible productions. The amendment also proposed reducing an originally proposed aggregate credit increase to $250 million rather than $350 million.
Representative Thane voiced concern about the fiscal note, telling the committee that the proposal could amount to "hundreds of millions of dollars" and said, "I will be a no on this particular bill." The committee voted on the sponsor's amendment by roll-call; the clerk recorded 3 yes and 17 no, and the amendment failed. Representative Konauer then moved to table House Bill 200, and the committee voice-voted to table the bill with the clerk announcing 21 aye, 0 no.
No further committee action will occur on HB 200 while it remains tabled.
