Huntington Park picks Metropolis as parking operator, council to negotiate contract terms

The Huntington Park City Council approved the selection of Metropolis as the city's new parking operator and authorized the city manager to negotiate contract terms, with a final agreement—including proposed rates and enforcement models—to return to the council for approval.

City staff said the scope under discussion includes on-street parking along Pacific Boulevard, parking structures and off-site surface lots including the Rugby and Bridal structures and surrounding surface lots. Staff highlighted several negotiation priorities: potential revenue-sharing arrangements, parking validation to support downtown businesses as an alternative to in-lieu parking fees, and options for enforcement models.

Councilmembers asked about the timeline for returning with a final plan and whether Metropolis or other operators charge cities fees for special events or parades. Staff said such terms would be negotiated and that the city would bring options forward rather than immediately adopt firm rates or event policies.

A motion to select Metropolis and authorize contract negotiations passed on roll call. Councilmembers raised caution about privatization risks and asked staff to confirm whether contractors have imposed event-day charges in other jurisdictions. Staff said those questions will be part of the negotiation and that the city manager and staff would work with legal counsel as needed.

The council's action authorizes negotiation only; the city will not implement new rates or enforcement policies until the final contract returns for council approval.
