The Waynesville Town Council authorized a targeted compensation study aimed at public works positions after staff reported a turnover rate of 39.76% as of Oct. 17. The study will evaluate pay ranges for water treatment, water distribution, sewer treatment, sewer collections and electric divisions.
Staff said the engagement with HR consultant Lisa Delaine Honeycutt is estimated at about 80 hours over 11 weeks at $125 per hour for an estimated $10,000 plus expenses; the cost will be allocated across the water, sewer and electric enterprise funds. Council members asked how many positions that turnover represented; staff estimated "30 between 35 and 37" separations of roughly 83 positions and confirmed nine current vacancies.
Councilors emphasized urgency for hiring and retention while recognizing the targeted study's findings will be integrated into a future organization‑wide compensation review. The council moved and approved the $10,000 contract.
