Uxbridge Conservation Commission elects officers, closes two expired DEP orders and schedules continuances

The Town of Uxbridge Conservation Commission reorganized its officers Tuesday night and approved a slate of motions to clear old permits and schedule further review of several local projects.
The commission voted to reorganize its membership with the motion made by Speaker 2 and seconded by Speaker 5; the motion passed by voice vote. The newly designated roles established at the meeting will allow the panel to function while it fills vacant seats.
During the public portion of the meeting, Byron Andrews of Depreed Engineering asked the commission to issue Certificates of Compliance to close two original 2013 orders of conditions for 63 and 67 Homeward Avenue. "We're asking for a COC ... to close the loop on the earlier ones," Andrews said, noting that current orders for ongoing work would remain in effect. Speaker 3 described the older orders as expired and recommended they be closed administratively. The commission voted to issue Certificates of Compliance for DEP file numbers 312951 and 312952.
The commission also granted continuances for two public hearings. A Notice of Intent (NOI 3121189) and Stormwater Management permit SWM-11 for Crownshall Avenue were continued to the Aug. 18 meeting by unanimous vote after applicants requested more time to prepare. Separately, representatives of Massachusetts Electric Company and New England Power requested a continuance to Sept. 2; commissioners who attended a site walk raised questions about extensive chain-link fencing and possible impacts to wildlife and site restoration. The board agreed to take up the matter when the applicant returns with additional information.
The panel closed the meeting by directing staff to follow up in writing on several outstanding site- and enforcement-related matters discussed during the session and then adjourned.
