Committee hears HB430 to repeal archaic county public-scales statute; LG committee concurs

Representative Braxton Mitchell opened the hearing on House Bill 430, which would repeal a statutory process authorizing establishment, ownership and operation of county-owned public scales. Mitchell said the petition process has not been used for decades and that counties retain general authority to purchase and operate scales under a separate statute (quoted in the hearing as "seven-one-two 103").
Lieutenant Governor Kristin Juras appeared for the governor's office in support, calling the measure "part of our red tape cleanup" and saying the statutes date to 1905 and have become obsolete. Juras reported consultation with MACo and said the governor's office found no opposition and does not intend to repeal any existing operational scales.
Eric Copeland, Bureau Chief for Building and Commercial Measurements at the Department of Labor and Industry, testified as an informational witness and identified his role in certifying scales statewide and his availability to answer technical questions.
After closing remarks from the sponsor, the committee later moved and concurred on HB430 by voice vote; Senator Bogner's aye by proxy was recorded and Senator Fern volunteered to carry the bill to the Senate floor.
