Redevelopment Authority hears project update on Lot 6 interest, grants and geotechnical data

The Redevelopment Authority of the City of La Crosse heard a project management update at its October meeting outlining developer interest in key parcels, grant activity and new technical data available to prospective builders.
Jason Gilman, speaking to the board, said staff continue to engage two respondents to the Lot 6 request for expressions of interest (RFEI) and that he has met with two additional developers who have expressed interest. Gilman said the authority received a letter from option-holder Nick Rausch asking for release under Section 14 of an option agreement for his parcels, and that the request has prompted interest from other developers.
Gilman told the board that Rausch offered geotechnical work previously conducted on Lots 11 and 12 and on Lots 1 and 2; staff have that data available to share with prospective developers to clarify subsurface conditions and inform what building types and foundation work are feasible. "That was kind of him to do that, and it's very helpful," Gilman said, noting the reports will aid transparency in developer conversations.
Staff also reported coordinating a La Crosse Community Foundation grant application for a renter-equity program; Andrea assisted with paperwork and the foundation now has the materials it needs. Gilman said staff are meeting weekly with representatives from ULI in Chicago to explore assistance and have engaged a University of Wisconsin political-science student who will study health and performance metrics for the River Pointe District — work staff expect will support future grant applications and planning.
No formal board action was taken on these items at the meeting. Gilman said staff will continue outreach and that more conversation about Lot 6 and related planning option agreements will follow in future meetings.
The board then moved on to other agenda items, including consideration of a lease listing for 63 Craft Street and routine financial reporting.
