La Crosse council approves River Point Phase 4 and renovation contracts, confirms Human Rights Commission appointment

The La Crosse City Council on Sept. 11 approved several procurement actions and an appointment, adopting contract awards and moving capital-improvement funds to repair City Hall windows.

Council President Dickinson moved to award a contract to Concrete Services Incorporated for the River Point Phase 4 project in the amount of $974,978.28; the motion was seconded by Council member Northwood and passed unanimously. The council also awarded a $292,000 contract to Fowler and Hammer Incorporated for the Fifth Floor utility department renovation; that motion, moved by Dickinson and seconded by Council member Padesky, passed unanimously.

The mayor's appointment of Kerrigan Trausch to the Human Rights Commission was presented and confirmed by voice vote after a motion to confirm by Council member Padesky and a second by Council member Stein.

Council also removed item 250995 from the consent agenda for brief discussion. City staff member Jim Flatmire described the City Hall window work: rather than full window replacement, staff recommended re-sealing/caulking roughly 110 to115 windows (an approach previously installed about 20 years ago and expected to provide similar service life). Flatmire told council that the work would improve efficiency and stop leaks without the cost of full replacement. Council member Trost moved approval of the funding movement from CIP numbers for plumbing and window/air-seal work; the motion, seconded by Council member Bedford, passed unanimously.

All consent-agenda items remaining on the docket were approved by a single voice vote. The council adjourned after declining a closed session.
