Coweta County staff reported bids for Phase 1 of the Madras Connector (project R/W and construction) and said the low responsive bid of $15,391,367.24 was received from FS Scarborough LLC. Because the project includes state and federal funding, the Georgia Department of Transportation must review the bid package and provide concurrence before the county receives a formal notice to proceed.
The board voted to authorize an intent-to-award letter to GDOT indicating the county's intent to award based on the low bid, subject to GDOT review and approval. Commissioners emphasized the conditional nature of the action: GDOT sign-off is required prior to a formal contract and notice to proceed and staff will return following GDOT review.
